Yao Yue introduces Pelikan - a framework to implement distributed caches such as Memcached and Redis. She discusses the system aspects that are important to the performance, especially tail latency, of such services, covering also the decisions they made in Pelikan, and how these help them reason about performance even before they run benchmarks.
